It will work in parallel with the Government’s Green Deal. The ECO scheme will run until March 2015 and is primarily aimed at combating fuel poverty and upgrading hard to treat properties in both the public and private sector.
It will reduce or remove the installation costs of critical home improvements (such as insulation and heating) for thousands of eligible householders. ECO is divided into 3 strands:_
- The Home Heating Cost Reduction Obligation (HHCRO)
- The Carbon Emission Reduction Obligation (CERO)
- The Carbon Saving Community Obligation (CSCO)
What is HHCRO?
HHCRO stand for Home Heating Cost Reduction Obligation.
If you are a home owner or a private tenant(s) with a private landlord and are in receipt of qualifying benefits for the ECO HHCRO Affordable Warmth Scheme, then you are fully entitled to have a brand new condensing boiler installed, as well as loft insulation, cavity wall insulation completely FREE of any charge to you or your landlord. Written permission is required from the home owner and/or both the landlord and the tenant to have the work carried out. Homeowners and private tenants that are in receipt of certain qualifying benefits or on low incomes, will be able to access a wide range of subsidised energy efficiency measures.
HHCRO aims to reach the poorest 10% of households and will primarily focus on measures that improve thermal efficiency such as heating and insulation. Measures Available on HHCRO*

Hard to treat properties, that are unsuitable for more traditional measures, (e.g. cavity wall insulation) will be the focus of the Carbon Reduction Obligation. External Wall Insulation is likely to be one of the key products, which can also be part funded through the Government’s Green Deal Scheme.
